When an image was written onto a disk, that disk was reformatted, first. A recent change made that reformatting optional. But, the code that does the reformatting also opens the command/status channel to the drive. Therefore, when the disk isn't reformatted, the channel isn't openned; and, the program can't send any commands to write data onto the disk!
